Car insurance for new drivers in Massachusetts
Car insurance for new drivers in Massachusetts depends on driving experience, not age: insurers may not use age to set rates, but drivers with less than six years of experience may be classified as higher risk. A newly licensed household member must be added to your policy within 60 days, and the best safe-driver credits only come after five to six clean years.

Experience, not age
Massachusetts prohibits insurers from using age, sex or marital status to underwrite or rate a policy. The one age rule runs the other way: a discount for drivers 65 and older is required by law. What insurers can use is your number of years of driving experience, counted from the date you were first licensed, along with your accidents, violations and the car you drive.
In practice, this means a 40-year-old with a brand-new license and a 17-year-old with a brand-new license are both new drivers. The Division of Insurance notes that a driver with less than six years of experience may be classified as high risk, which can raise the premium.
Adding a newly licensed driver to your policy
- Tell your insurer within 60 daysIf any of your children who live with you obtain a driver's license, you must notify your company within 60 days.
- List every regular driverAll licensed household members and anyone who customarily drives your car must be listed. Leaving a driver off can lead your insurer to refuse claims under the optional parts of your policy.
- Re-check your coverageA new driver is a good moment to review limits: the compulsory Bodily Injury to Others coverage does not cover passengers in your car or accidents outside Massachusetts. See Massachusetts car insurance requirements.
- Re-shopAdding a driver changes your premium, and companies price inexperienced drivers differently. Get new quotes for the same coverage from several companies.
How the safe-driver credits build up
| Years licensed | What the Safe Driver Insurance Plan allows |
|---|---|
| Less than 3 years | The “Clean in 3” point reduction is not available yet |
| 3 years or more | “Clean in 3”: surcharge points reduced by 1 per incident if the last surcharge is at least 3 years old and you have 3 or fewer incidents in 5 years |
| 5 years or more | Excellent Driver Discount possible with a clean recent record |
| 6 years or more | Excellent Driver Discount Plus with no surchargeable incidents in 6 years |
These credits apply when the company uses the state Safe Driver Insurance Plan; companies with their own merit rating plan follow their own approved rules. Either way, the first years are when one accident or ticket costs the most, because there is no clean history to offset it.
Ways to keep a new driver's insurance affordable
- Good student discount: many companies offer one for young drivers with good grades. It is optional, so ask each company.
- Multi-car and bundling: keeping the new driver on a household policy may preserve multi-car and home or renters bundling discounts.
- The right car: the vehicle you drive is a rating factor, and safety features such as passive restraints come with discounts that are required by law.
- Deductible and optional coverages: a higher deductible lowers the premium; on an older, low-value car, collision and comprehensive may not be worth it unless a lender requires them.
- Low mileage: a student who drives little may qualify for a low-mileage discount where offered.
- A clean record: the first minor, non-criminal violation in five years carries no surcharge points under the SDIP, but the second one does, and at-fault accidents carry 3 or 4 points.

New to Massachusetts, not new to driving
If you were licensed in another state, insurers will ask for the date you were first licensed. When you apply, the insurer may request your out-of-state driving record and forward it to the Merit Rating Board: accidents and violations from another state can be surcharged in Massachusetts too. Have your license history ready when you ask for quotes.

FAQ
Can insurers charge young drivers more in Massachusetts?
Massachusetts insurers cannot use age to set your rate, except to give the discount for drivers 65 or older. They can use years of driving experience, and the Division of Insurance notes that drivers with less than six years of experience may be classified as higher risk, so new drivers of any age often pay more.
Do I have to add my teen to my car insurance in Massachusetts?
Yes. If a child in your household gets a driver's license, you must notify your insurance company within 60 days. You must list all licensed household members and anyone who regularly drives your car.
Is it cheaper to add a new driver to a parent's policy?
It often is, because the household can keep multi-car and bundling discounts, but it depends on the company. Ask for quotes both ways, for the same coverage, and compare.
What is the best car insurance for new drivers in Massachusetts?
The company that prices inexperienced drivers best for your situation. Compare at least three quotes for the same coverage and ask each company about good student and other discounts.
How long until a new driver gets the best safe driver discount?
Under the Safe Driver Insurance Plan, the Excellent Driver Discount Plus requires six years of driving experience with no surchargeable incidents, and the Excellent Driver Discount requires at least five years.
